In order to vote under the new voter ID law in November 2012, you must present one of the following forms of ID: � A current Pennsylvania driver's license, or one that expired after November 2011; � A current Pennsylvania photo ID card issued by Penn DOT, or one that expired after November 2011; � A current U.S. passport; � A U.S. military or Pennsylvania National Guard photo ID (note: it must include �a designation that the expiration date is indefinite�); � A U.S. government-issued photo ID, e.g., agency employee, armed services, etc.; � A current employee photo ID issued by a Pennsylvania county, city, town, township or borough; � A current student photo ID issued by a Pennsylvania college or university (note that only ID�s containing an expiration date can be used. Both of these may be problems for some people. -------------------------------------------------------------------------- ACQUIRING AN ID: If a voter does not POSSESS PROOF OF IDENTIFICATION FOR VOTING PURPOSES as defined at section 102(z.5)(2) of the Pennsylvania Election Code (25 P.S. � 2602(z.5)(2)) and requires proof of identification for voting purposes, the following applies: You must declare under oath or affirmation by completing the Oath/ Affirmation Voter ID form that you do not possess any of the above forms of identification. The $13.50 fee for acquiring an Identification Card will be waived for individuals completing the Oath/ Affirmation Voter ID form. All identification documentation is still required to obtain an Identification Card as follows: Step1 -------- To obtain a Pennsylvania Photo Identification card, an individual needs to visit a Pennsylvania Department of Transportation Driver License Center with a completed Application for an Initial Photo Identification Card; form DL-54A, and the following: Social Security Card AND One of the following: � Certificate of U.S. Citizenship � Certificate of Naturalization � Valid U.S. Passport � Birth Certificate with a raised seal (There is a $10.00 charge for a �certified� copy of a birth certificate, it isn�t clear yet whether this is one with a �raised seal.� There is no provision in the law for this cost to be waived.) PLUS � Two proofs of *residency such as lease agreements, current utility bills, mortgage documents, W-2 form, tax records *Students at least 18 years of age: Accepted proofs of residency include the room assignment paperwork (considered a lease) and one bill with their dorm room address on it. Bank statements, paystubs and credit card bills are all acceptable. Other Individuals who may not have any bills, leases or mortgage documents in their name may bring the person with whom they are living along with their Driver�s License or Photo ID to a driver license center as one proof of residence. Step 2 --------- When their application and supporting documentation have been reviewed and processed, a Driver License Center staff member will direct the applicant to the Photo Center to have their photo taken for their Photo ID card. Step 3 --------- Once their photo has been taken, they will be issued a Photo ID card. Summary ------------ Short of waiving the costs of $13.50 for the state-issued photo ID, there is no provision for making it easy to get a photo ID. I don�t currently know whether there is a cost to get a social security card, or to get a copy. The $10.00 charge for the birth certificate (assuming this is one with a �raised seal�) may be the only unavoidable cost. There appears to be no alternative to physically going to a PENNDOT Driver License Center to get the ID made. Most but not all counties have such Centers, but some appear to be open only on selected days and limited hours.

Candidate Tom Corbett promised to help Pennsylvania�s most vulnerable citizens, including individuals with mental illness and/or facing challenges of addiction. The Governor�s budget is recommending the most significant change and cut to the community mental health system since its inception over 50 years ago. Dismantling the Community Mental Health System and Harmful General Assistance Cuts Promise Made: Candidate Tom Corbett promised to help Pennsylvania�s most vulnerable citizens, including individuals with mental illness and/or facing challenges of addiction. Promise Broken: Governor Tom Corbett�s budget is recommending the most significant change and cut to the community mental health system since its inception, over 50 years ago, including: * $110 million dollar reduction to community mental health services * An additional $12.6 million reduction to the Behavioral Health Services Initiative (BHSI) and the Act 152 Drug and Alcohol Program * A change in the administration of Community Mental Health funding � after the 20% cut, the remaining funds are put into a Human Services Development Fund Block Grant to county government. The behavioral health funding accounts for 73% of the proposed block grant total and yet there is NO commitment to ensure that counties will spend that 73% on persons with mental illness or substance abuse issues. In addition, the budget proposes to eliminate General Assistance (GA) cash assistance and slash funding for GA-related Medical Assistance. * General Assistance is a last-resort program providing extremely meager benefits to 68,000 Pennsylvanians with no income. *Mental health and substance use disorder clients/consumers are approximately 30% of the users of this crucial benefit. It remains unclear how the rules are going to be applied that will result in the projected savings. The GA cuts coupled with the reductions to mental health and substance use dollars will eliminate the safety net for thousands of vulnerable people CHIPPs Funding Promise Made: As PA has successfully closed state hospitals, every Governor since Governor Casey promised local communities that the sins of the 60�s and deinstitutionalization would not be repeated. Pennsylvania has been a leader in its commitment to closing state hospitals, and offering a real opportunity to individuals to live full lives in the community. State hospital dollars, or CHIPPS funding follows the individual into the community and supports their recovery and those who might have gone to the hospital. Promise Broken: Since 1990, NO ADMINISTRATION has reduced the CHIPPs funding promised to the communities until now. Governor Corbett cuts the funding by 20% which will likely result in a return to the problems of the 1960�s deinstitutionalization including an increase in jail population, homelessness, use of emergency rooms and a return to more costly inpatient treatment. Nothing About Us Without Us Promise Made: Governor Tom Corbett promised a transparent and open government. Essential to the success of the community mental health and substance abuse systems is the commitment to the motto �nothing about us without us�. Transparency, input, oversight and feedback by those who need and experience treatment, their families, advocates and providers are essential to a successful mental health system. Promise Broken: The biggest system change in over 40 years is being done with NO input, NO feedback, and NO oversight by those impacted by the change. The law that has governed the mental health system for over 40 years will no longer be in effect. Take Action! Communicate the following messages to Legislators: * Oppose the Block Grant � this proposed block grant is a major shift in public policy that was developed with no stakeholder participation. While the stated goals of flexibility and better integration of programs and services, without a considered plan of action that includes input from all stakeholders, there is no assurance that the block grant will meet these goals. The behavioral health funding accounts for 73% of the proposed block grant total and yet there is NO commitment to ensure that counties will spend that 73% on persons with mental illness or substance abuse issues. * Oppose the 20% Cut - this cut will devastate the community mental health system. The cuts were proposed without regard to the severe consequences such as increased homelessness, elimination of life sustaining services, increased incarceration, increased use of more costly services such as emergency room visits and inpatient treatment. * Oppose the 20% cut to CHIPP funding � As state hospitals were closed or significantly downsized, individuals and communities across PA were repeatedly promised that the Commonwealth would provide and maintain community mental health care and that individuals would not be �dumped� into the streets, into emergency rooms or into jails. Plans at the local level were developed based on these promises. The promises and plans are being scrapped as the Governor proposes severe funding cuts under the guise of reform. * GA benefits must be restored. It is particularly critical that people struggling with mental illness and substance use disorder who are in need of services not have benefits eliminated nor be subject to expanded restrictive criteria that will limit their access to treatment. These cuts must be restored. The block grant is wrong and should be stopped. Promises made to consumers and to communities must be kept. The proposal for massive cuts must be rejected.

Recently the Department of Public Welfare (DPW) announced their intent to drastically change the way consumer directed services are provided under the Fiscal Management Services (FMS) portion of the person directed personal assistance model. PA ADAPT, as Pennsylvanians and consumers, also worries about producing cost saving solutions to our state�s poor economy; however, this obvious depreciation of services that directly impacts our lives is unacceptable. PA ADAPT demands that the RFA process be stopped until it can be rewritten to include principles of consumer control in its design. Nothing about us without us! Consumers need to be part of the writing process. PA ADAPT demands that Pennsylvania ensures significant ongoing stakeholder input in the development of contract requirements and program design. PA ADAPT demands that two FMS entities be selected per region to ensure that consumers have a choice. Plus, at least one entity per region needs to be consumer controlled. PA ADAPT demands that at least three consumer stakeholders be included in the review process to select the FMS entities.

No one is safe from the Medical Assistance �Reforms� of the Department of Public Welfare ! The Department of Public Welfare, or DPW has quietly announced their intent to drastically change the way consumer directed services are provided under the Fiscal Management Services or FMS portion of a person directed personal assistance model. Currently, FMS places control of services in the hands of the person receiving those services, either directly or through the individual�s advocate. This is called Person Directed Services, or PDS. Now that may not seem like a big deal, but taxpayers beware! In the latest �reform tactic� DPW: Excluded PA businesses currently providing services in their local areas to the disability community from even applying for the new contract., Many of these businesses employ people with disabilities. Failed to mention the cost savings to the state achieved through these Person Directed Services. Failed to mention the number of people with disabilities who may become instantly unemployed and no longer able to pay into the state funded only personal assistance program known as ACT 150, which keeps them employed and as taxpayers! Failed to mention that these same people may also lose their housing and then they may end up in a nursing home or some other state institution. The bottom line is, DPW doesn�t care what effect stripping supports from programs that give us the tools we need to live in the community has on people trying to work or be part of a family. NO ONE IS SAFE! Why discourage people already willing to deal with their disabilities from continuing to do what they must to keep their life? Why not encourage a program that puts them in control of their lives and gives them the reasonable assistance required to keep them in their own homes, in the community? It isn�t just about being what the people want. It is about cost savings to the Commonwealth that has a proven track record of keeping people in their own homes. It has enabled many people with disabilities an opportunity for employment and even entrepreneurship with the development of local service providers. People with Disabilities are just some of the first to be DEVALUED BY DPW! PEOPLE WITH DISABILITIES, and their ADVOCATES, You must speak up as you have never done before. Let the Legislature know how you are being affected by DPW�s thoughtless reforms. Let them know you will not stand idly by while DPW strips away whatever chance we have for our freedom to live and work! Tell them DPW is hurting their constituents and ask them, what are they going to do about it? Or when a caregiver gets sick and can no longer provide services, the Medicaid recipient is directed to the organization that handles financing for caregivers. The Department of Public Welfare, or DPW, has 37 such organizations that offer financial management services, but that number could be cut to as few as three as early as April The financial management services, which are used by about 22,000 mostly disabled and elderly recipients, allow Medicaid enrollees to direct their benefits to a company, which manages their financial, payroll, tax withholding and bill paying. The DPW says this cost-saving measure is needed, and the transition for Medicaid recipients will be seamless, but how much money will be saved and how the transition will occur are not known. �In this time when the economy requires funding cuts on both state and federal levels, we need to be more efficient,� said DPW secretary Gary Alexander, who added that the transition will help lower the overall price of services and ensure compliance with state and federal laws. DPW spokeswoman Anne Bale said Thursday she did not know what the cost savings would be. For Linda Anthony, a Medicaid recipient and director of Pennsylvania Coalition of Citizens With Disabilities, a nonprofit that advocates for the civil rights of adults and children with disabilities, the changes to the financial management services is only the beginning. �To impose this, along with the mandate for those who are receiving food stamps to prove their assets, is only the beginning of the dismantling of the Department of Welfare,� Anthony said. Further, the consolidation means the state �is taking away these vendors and will probably go with a vendor from out of state which makes me angry as a taxpayer as well,� said Anthony. Anthony said the requests for proposals for agencies wishing to snag a contract eliminates many local vendors, who are providing the services. Most local vendors have contracts with the state, and because this presents a conflict of interest, they are not permitted to apply, according to bidding guidelines. Applications are due March 30. �To ensure that participants will not see a lapse in service or interruption of care, DPW has mandated that applicants submit a transition and implementation plan,� Alexander said. Despite that mandate, some said the move will hurt the delivery of services.
